Gonna put gunner fuccbois in here to ravage and attract other gunners. Lyons was never a charity.

He never gave out tech to wastelanders, he still treated ghouls like shit.

Literally, the only thing he does different from Maxson are
A. He let in far more recruits, and only because the Outcasts left taking most of his experienced fighters, and lots of his PA, with them.

B. He spent more time fighting the super mutants then gathering tech, because the Super Mutants were the biggest priority given how entrenched they were.

And thats it, besides that, hes exactly the same as Maxson. If he is a Charity so is MAxson

4 was a much more rugged and realistic faction that's taking down threats but also appropriating assets from the natives with or without their approval.

The only difference between Maxson and Lyons is that Maxson is more selective then Lyons is when it comes to recruits, and he spends more time hroding tech then Lyons did, which, as I pointed out, Lyons only did the things he did because the Super Mutant horde in DC was the bigger threat, and after they and The Enclave were beat, Lyons went right back to hording tech.

Maxson is just as liberal as Lyons is, hes just better at using propaganda to keep the hardliners in check.

Nuka World is an un-opened lunar theme park that wasn't quite finished by the end of the war. The enclave repurposed this into a functioning moonbase following the outbreak of war and destruction of the world.
