Throwing away such expensive robots probably wastes a lot of money. If this law was passed in America, then I kind of have this headcanon that Japan stopped making and shipping robots to them.

Dunno, maybe recycling companies would make some mean money if that law passed.
And Japan can't say shit, they do exactly that: Throw away good stuff just because something new is for sale.

There would be those who would dispose of the robots in a irregular manner, by just dumping them anywhere, maybe even throwing them in the ocean.
And, what if the robot runs away so it couldn't be decommissioned and ends up shutting down somewhere dangerous, like a lake or something, and the metal oxidation or the battery leak end up contaminating it?

That's a good point, and that would cost money to clean up too.
