Kaplan actually said this in an interview in April.
Theyre holding back on upgrading because of the ridiculous costs involved of going to 60 tick for the amount of people theyre looking at playing the game.
They also believe that the average person doesnt care about 20 tick(theyre right) and wouldnt notice a difference with 60.
But if theres a big uproar about having 20 tick in ranked theyre completely willing to go up to 60.
