Well, it depends on if they will keep on working with Vulkan to make it available to lower settings like 32 bit and lower video cards.

I took a look at your video card. Assuming you have a 64 bit Windows, there should be no reason why you can't run it depending if your video card seems supported depending if you have the GDDR5 variant which only has 1 GB of VRAM or the regular version which has the 2 GB VRAM needed. And since your video card is still supported, you should be able to just download the latest drivers.

It's not a meme. People are reporting there are increases in framerate when using it. Why isn't Nvidia drivers safe anyways? I've been running the latest ones with Vulkan and have no problems.

Just had a game with Vulkan and everything ran pretty well but I didn't really see too much of an fps increase.

Vsync isn't working on Vulkan right now, there's a bug with it on Nvidia that needs a new driver to fix as noted in the release notes.

Vsync is just basically a way to lock your GPU frame rate with your monitor refresh rate. You can get tearing if you don't turn it on but in turn, it will also lower performance. I would generally say to turn it on unless you need the performance or if the game has a horrible implementation that has bugs in it.
