TF2 will never bring the player base back even with the competitive update, because it is still the same game and people want new things.

Also it's likely that Valve will not make a new game because of the TF2 market and the money they make off it, can you imagine what will happen the day they announce a TF3 and all the prices in the market drop like crazy?

No matter how hard they improve TF2, it's still a 10 year old game, losing it's appeal to new players and old ones.
