You're probably thinking of the modkit which they released last year, but it's really limited. Sadly they've said that's all we're getting and they have no plans to release the redkit. I agree it would be great to have actual proper mod support, Skyrim proves how much people love that stuff, but I guess they wanted to focus on the DLCs and patches or something.
