How do I honestly get good at Victoria 2?

for a zulu run, you will have far more success with Vanilla than with any of the mods.

Outside of HPM you can have as high infamy as you want as long as you are in Great Britain's sphere.

Then I know what's your problem. Notepad++ can have problems identifying the codification of a file because there's nothing really that tells the program what's the codification of a file, so it takes a guess. That guess is wrong.
This usually happens when your localization file has strange characters that ends up confusing notepad++.
The solution is pretty simple. Use notepad for these localization files. It assumes everything's in ANSI anyway so you don't have that problem.
00_HPM_Misc.csv in HPM is an example of a file like that. If i use notepad++ it fucks the files. I can only edit it with notepad.

Keep in mind that once you save the localization file that is being misidentified with notepad++ it will fuck it all up. You will need to correct the wrong characters and encoding by hand or, what's easier and more secure, restore an older version (one that you didn't save with notepad++ or that notepad++ didn't misidentify) of the file, open the file in notepad and make the changes you need.
