Long story short, you're supposed to pass around two specific debuffs throughout the fight to handle a mechanic towards the end of the fight, but people realized it was an increase to raid-wide DPS to just let the debuffs fall off and have players sac themselves to the mechanic and raise them.
Dunno on aether, on primal they were ok ish, mainly A1 and A4. A2 and 3 are pretty hard to queue for.
And i finished the relic last week so i doubt it changed much.
