No they didn't. They said, prior to 3.2, that the 3.2 primal "wouldn't be as difficult" as Thordan was*. They didn't say anything about primals in 3.3 or 3.4, let alone "indefinitely into the future".
*(And I don't know how true that ended up being in the first place; Thordan wasn't exactly more difficult than Sephirot, or even much less forgiving in his mechanics)
