Also why do ALL the hotbars change when switching classes? Do I actually have to customize all the hotbars every time I decide to level a new class?
Go to Character Configuration, Hotbar Settings, Sharing.

Your problem is that youre trying to take an e-lationship too seriously in the first place which is probably turning people off. Yes actually that is how most EBs start. I can see myself accidentally clicking one of those numbers and having to open up the HUD configuration to re-align it many times.
