It's a great ship. Overall, the USN DD line is great.

IJN DDs start off good but get worse at higher tiers apart from maybe Fubuki
USN DDs end up very good at high tiers but is pretty lackluster at lower tiers

USN BBs are consistently average-great all the way through, so I'd agree with

Permaspotting torpedoes. A squad of dive bombers who just happened to spot a DD launching torps shouldn't be able to properly track their vector and distance after it has traveled 10km without at least following them.

Hatsu is pretty much a side-grade from mutsuki.
