Rework/polish for Reaper's teleport

Make his teleport instant on either end to give the skill better utility.

Either you cast it instantly, and take like 3 seconds to regain control of Reaper once he comes out of the teleport.

Or you take 3 seconds to cast the teleport, but regain control of him instantly wherever you aimed the teleport to.

Instead of how it is right now, it takes 1.5 seconds to cast, 1.5 seconds to regain control of him once you come out of the teleport.

Reaper has a little too much damage point blank and it falls off too suddenly. Personally, I think it should be a little closer to the falloff of say, Roadhog, without the excessive spread. Reaper has a very high pick in competitive / higher level play, even if said pick rate is objectively lower than say McRee.

Soldier 76 just plain does too much damage while having too good of healing available for that damage. One needs to be brought down, and I personally think it should be his damage considering he almost rivals Bastion in pure dps.
