You have to set it up in enblocal. should be towards the bottom, under [INPUT], "KeyFreeVRAM". 115 is default, which is F4.

So i have a hankering to jump back into Oblivion again, what mods do I need to get?

Obviously, I want to improve the graphics as much as possible considering this game has aged like milk. I'm also looking for any mods that improve combat as well however - make it more challenging and get rid of that awful level scaling. Also, wouldn't mind a couple of good kill animations like the throat slit from Skyrim.
