Stopping at 98 is a thinly veiled excuse to say you lost because of a non-advantage instead of your lack of skill. You can't even tell when you're fighting a 117 anyways.

In both games anything past level 125 has negligible advantage unless you use specific weapons (e.g. HMLS, Artorias greatsword). However, level 98 != level 125.

With nourishing gems, yeah.
If you're just using flat arc, you can leave your scaling stats at minimum wielding requirements and rely on gems for damage.

Yes, when you wield it with two hands its arc scaling is increased and its str scaling is reduced.

Str weapons tend to be better when two-handed. Being able to parry while two-handing your weapon gives you a slight edge.

Any builds that take advantage of both forms? Seems like a huge waste whenever I see wheel builds only using one or the other, meanwhile every other weapon I can manage to work in l1 attacks very often.

Difficult to say, Yharnam proper is my favorite, but it is several areas blended together and they compliment each other

Cainhurst is clearly inspired by Ariamis, although Fish Hamlet is close in tone to it. For my money Fishing Hamlet is the best single area, wish it were bigger.
