For the vast majority of players, tier doesn't matter. Most people are online monsters. And tourneyfags already know that p much every fighting game, especially a Capcom one thats as new as SFV is going to be fucked balance wise.
Maybe creating a balanced fighting game is actually a really challenging thing to do?

The alternative is characters getting knee jerk patches after winning a tournament, see Kung Lao in MK9, or all of MKX. The funniest thing about mk9 they kept trying to nerf Cyrax but kept inadvertently making him better while Sheeva got progressively worse.
They still haven't fixed Millena's crouch 1 in X.

Say what you want about Skullgirls or Killer Instinct, they love interacting with their community and it's worlds ahead of Eastern Developers.
