For each Ibaraki, 3 trillion HP is needed, which totals 500,000 runs of 3BP globally
Assuming 7 total Ibarakis based on the gauge, the player base has to do 3,5 million runs (Or 11,5 million hours worth of BP)

For reference, if one person tried to do this alone
without quartz it would take 479166 days or 1312 years

Just go through the story, yeah. I don't think repeat quests have the 1/2 AP off, and clearing Fuyuki gives you 20 Quartz as the end reward by the way.
A good support can probably get you through most shit in the game, regardless of effort on your part.
