Do the villagers walking around in the Title Screen before you start a new game signify which villagers will be in the next town you start? I've been resetting to try to get villagers/fruit I like I was here last night wondering if I should reset, finally decided to and have just now actually noticed the villagers in the Title Screen

Didn't for me. Before I started my new town the title screen showed a lion walking around. I don't have one in my town.

They already replaced Tortimer. It's a matter of time, and those are the next oldest NPCs.

I like the idea that older characters retire from the game. Animal Crossing has cycles like seasons and it feels natural for characters to age as the series moves forward.
