Relius wasn't stalking Mai. Me was investigating the location of the Burning Red grimoire and came across Mai by accident. Though he did take an interest in her soul since it was partly male and partly female at the time.

Out of everything about Relius you're incredulous about the fact he was able to have a child?

Also, he didn't change his mind regarding Mai. He did find her soul interesting but he had more important things to do than kidnap her. Also he was more interested in seeing how her soul would develop over time rather than dissecting her soul at it was at that point.

Ragna was sent on various missions by Jubei as training for later in life. The manga showed an example of what his life was like at the time. Kagura was involved to show that he was active as the head of the Duodecim and to demonstrate that he had an interest in Jin from back when the latter was still a student. Hazama and Relius both wanted to obtain the Burning Red, which was pretty central to the plot of the manga.

Probably use it as a booster for Nine's abilities, she does have it as her drive in Central Fiction.

They didn't do anything with it because Team Remix Heart was able to prevent the Burning Red from getting completed.

Remix Heart demonstrates that Hazama and Relius had their fingers in many pies rather than just trying to make a new Murakumo. Some of their schemes, such as this one, failed while others worked.

That's Hi No Kagutsuchi, you might know it as the name sake of the first setting of the first two games and the name of the final boss in Persona Ultimax. Burning Red served as a booster for magicians like Nine, being incomplete as well as Seifer not being a true mage is why he couldn't use it. Hazama stole it and we don't know what became of it other than the name appearing again in Nine's movelist. It's one of the questions I hope mori will address in this new chapter of Mai's story.

You're making things up now. The Burning Red Grimoire wasn't meant to be used as a booster for magicians. The fact Kokonoe didn't want it for herself is proof that it was useless to magicians. Its actual purpose was to allow normal humans to use sorcery. Seifer couldn't use it because Team Remix Heart prevented him from completing it. There's no reason to think that anything became of the failed grimoire. We are never told why Terumi wanted it but it's likely that he didn't want to rely on Phantom for magic. Him being able to teleport or disable the Takamagahara System by himself would have been pretty convenient. There is no need to address the Burning Red since we already know that the grimoire was never completed and was thus never used by anyone.

Yes, I am aware of that. However that is has nothing to do with what we have been told about the grimoire. Grimoires in general are of little use for magicians and they were explicitly made in order to allow normal humans to manipulate magic. It's more likely that Nine named the grimoire after her ability.

But Terumi himself wanted her back so that he could have her use her magic on his behalf. Without Phantom Terumi would have never been able to achieve his objective. Perhaps the fact he couldn't obtain the Burning Red is what forced him to bring her back.
