Say it with me, High Level Syndicate Integration. They have all the art assets, minus the Mods and the Weapon Skins. Pop some events into missions FOR your allied syndicate and make it so high level (120k rep) mods are availbe. Mods would be frame specific and not buff a single power but buff a Primary attribute and a tertiary/passive ability.
