Are you a VIP or bodyguard? Accessories and body armor can't be accessed if you have a set outfit and VIPs can't use armor or anything of that sort in Heists for some reason. There's no source to this and even if there was, it isn't fun to have someone hiding in their apartment while you're trying to kill them.
