she is though. her gun is literally the lightning gun, except in order to actually do anything with it you need to read the intentions of your teammates and identify who the best person to shield at what time actually is. her right click is tricky to aim directs with too, but it hits like a tank when it works.
she's fairly indexed and requires a lot of game knowledge, and in a game like this where almost no hero requires much mechanical ability or prior knowledge of the game outside of your hero's specific kit, that makes her one of the hardest heroes to play.
the only time you should ever get killed by mei is by ambush

The MMR in Overwatch is probably super funky in how generous it is in giving point. You can probably shoot through the ranks by winstreaking just a little bit. I also sort of suspect it looks at other statistics such as time on fire and the like to quickly root out smurfs
