Jesus fuck did you even play the game? He made the declaration of war when he was pissed off over his kids being murdered and when he calmed down and realized what he did it was too late because it had become the sole hope of the underground to get to the surface someday and take it back from humanity and Asgore didn't want to ruin that hope because for a ton of monsters it was the only thing they kept them going but he also didn't want to actually go to war so he stalled while trying to find alternate ways such as the DT experiments that would led to Flowey being created.

He tried to avoid both letting down his people and also committing to his plan which instead led to his people being trapped longer then they had to be, though you can agure that it worked out for the best since every other method would have just led to a new war.
