Playing as a Sorc, do I need to keep my Arde? Or should I just use a staff with +int?

If your staff has +150 anything damage more than arde + rod, sure.

Get gear with INT focus for when you summon TS, then swap back to your actual gear afterwards. It's not as bad as it sounds if you bind the pieces to your hotbar.

Summoning checks your stats the the time of casting, your TS stays the same even if your stats change (gear swap, Transpose).
Get an INT set and summon TS, then swap to a damage/CON set afterwards.
Maga Rod is great not only for the HP, but also for reducing your SP pool, which will also reduce your TS's SP drain if you switch to it.

My friend recommends doing Wiz3 > Elem3, or Cryo. Cryomancers look nice but Ice Blast looks a little shitty. Since I'm going to be maxing QuickCast for that +50% magic attack bonus, should I focus on Elementalist and use skills with long cooldown?
Magic Missile / Electrocute / Prominence / Meteor basically?
Looking back at it, I guess QuickCast's cooldown is slightly shorter than it's duration.

And if I'm not going Elementalist, should I do Wiz3 immediately after Wiz2 or go with something else first?

If you're already wiz2 you HAVE to go wiz3, otherwise it's a complete waste of rank because wiz2 is rubbish. Cryo is a waste on wiz3 unless you go for the gimmicky build of kings. SPR is pointless for anyone besides priests.

Your choices for wiz3 are:
