There's this theory that in fact it was Caligula the one who hated the senate, because he saw them as useless lickspittles, and kept pushing and pushing to see how far they were willing to humiliate themselves.
Pretty much as unbelievable as Claudius choosing Nero as successor just so his incompetence would force the restoration of the republic, but still interesting.

It's possible that Caligula only wanted to create a Hellenistic-style kingdom, with the emperor as a sort of god-king, which sounds crazy by today's standards, but at that time, it was very common outside Rome. To do this, he needed to break the power of the Senate. That's why he did crazy stunts like nominating his horse to humiliate them, or to provoke them to get an excuse to purge them.
