Apparently he went half insane after spending months at Tiberius's court in Capri, which was already batshit insane with the old fuck maddened by paranoia and raping or murdering everything in sight.
Then he went full insane after the sickness (meningitis? poisoning?) that almost killed him during his reign.

There's this theory that in fact it was Caligula the one who hated the senate, because he saw them as useless lickspittles, and kept pushing and pushing to see how far they were willing to humiliate themselves.
Pretty much as unbelievable as Claudius choosing Nero as successor just so his incompetence would force the restoration of the republic, but still interesting.

To do this, he needed to break the power of the Senate. That's why he did crazy stunts like nominating his horse to humiliate them, or to provoke them to get an excuse to purge them.

But if he wasn't insane, he still was extremely despotic, incompetent and a spendthrift, because he inherited a wealthy empire from Tiberius and he passed it near bankruptcy to Claudius. He was clearly uninterested in government.
