nerf lucio's (less armor) zarya's (less duration but bigger draw in) and mercy's ult (slightly longer refill rate, needs to get the res off fully or it won't work), nerf fth (make bullets do 70ish % damage), lower widow body damage and up headshot damage slightly

make dva and hanzo worth using and give pharah better speed while airborne or make her rockets a bit faster or give her a bit of armor

change mei's and hog's ult and make hog more than an ult gauge despenser

If you land every single shot, you can get in about 3 before she freezes you, or she can just iceblock, which resets all the damage she's done to you. You can't out run her with wraith form, and she just dink you once its over. She's the edgelord's worst nightmare.

For the indirect hit to become better they'd have to buff it to deal more than a 100 damage per indirect hit, which would be obscenely broken.
