Sega did 2 days later what they should've done that same day when they did the emergency maintenance: removed all the returners, rather than simply leaving them with people for a day and a half before doing "something" about it. They fucked up majorly and just went "oh well we tried".

Oh, let me correct myself, the Lv. 65 enemy cap on Super Hard only applies to Episode 1 and 2 areas. Episode 3 and 4 (All of Harukotan, Facility, Earth) areas have a 70 cap for free field.
The 66+ enemies are usually from those older areas though
