I'd say no. Nigger is mandatory on pretty much all comps, can two-shot over half the cast with his m1, can OHKO most of the cast with his Charge, has ridiculous amounts of health especially considering that he has a shield that requires a whole team to focus fire on.

He's great on offense and defense is can do it all.

Don't play sniper on attack, especially if there's one already.
Don't play Torbjorn or Bastion on attack until you get a better feel for either.
If nobody is tank, play tank. Reinhardt is objectively the best one, and he's pretty easy to figure out.
On that note, if nobody is support, play support. Lucio would be my choice for a new player, since he does passive AoE healing.
Focus on the objective, and use the communication system.

I'd say that the reason he's mandatory is that he's the only real tank of the bunch. Roadhog can't actually block for your team and is a free ult charge, D.Va and Winston are flanking/disruptors, and Zarya is more like an off tank, only able to protect one other person at a time. Rein is the only one who can force the enemy to shoot him and survive it, everyone else gets shredded pretty fast. So instead of nerfing Rein I'd just say there needs to be more tank variety.

Because his gun is one of the hardest to hit with.
