I think it's per kill, because I only ever saw one drop from a kill and other reapers could pick it up, but I wasn't paying that close of attention to it. Reaper is probably one of my least played heroes too.

Fan the hammer needs to be on a cooldown, that way he'll be balanced since you have to think about when to use it.

You have to learn one fact: The enemy Mei is OP, and your team will always ignore them while she completely dominates them. If you play Mei, or someone on your team plays Mei, she will be focus fired down every team fight and have zero uptime.

How to fix Overwatch heroes
