These are called "servers", they have existed since shooters began, people enter/leave/switch teams at will. No game has ever caused a nuclear war because of it.

Potent Packs is shit for Sawbonez. It barely heals people faster and it barely heals you faster.

Tough is pretty good to save yourself medpacks when you're like 80HP+.

Potent packs is hardly noticeable except when self-healing, get up is amazing (not as good as it used to be though)

Tough is op, it basically applies extra supplies as a permanent buff (seeing as you almost never need to spot yourself a pack, and can keep more in reserve)

cool sucks and bomb squad is good, but I wouldn't trade get up/tough for it

Yesterday there was a Skyhammer on my team with several hundred ping who just sort of casually strolled around the spawn and walked into walls.
