Because Ventus and Xehanort and everything that came out after KH1 didn't exist when they wrote the game. Instead of trying to write a sequel they decided to write some awful time travel prequel midgame and sort of sequel nonsense to try and make it seem like any of this makes sense. How do you steal a keyblade from someone though? Especially if that someone never knew they could have the keyblade and apparently had a stronger heart up until the moment where Sora earns it back.

Did you not play Birth By Sleep? Riku got the ability from Terra in that game as a 5 year old. He fucked up on the strength of heart requirement that night on DI and Sora reaches into the darkness, touches his light and "takes" Kingdom Key.

My theory is actually that Xehanort's heart acts as a sort of hivemind. He might not directly control them (though we know he can assume direct control with Young Xehanort) but he sort of guides them and gives them knowledge?
Like say Xehanort as a whole needs Xemnas to do something. Suddenly Xemnas in KH2 will know what to do and travel to the future, do the thing and then return to the past. He won't remember what he just did but the Xehanort Hivemind will.
I think that's why he wants fragments of himself in everyone. So he can use that to transcend time and "control" 13 versions of him that are still kinda him. It also kinda implies that if all are beaten and the hearts are ripped, Xehanort would become even more overpowered as they join together again. Even in BBS we can assume parts of his heart are in Vanitas and Briag, making him weaker.

It took me a while to come to that conclusion though since the game never hints at it if you ask me. It keeps saying Young Xehanort brought everyone together but that could only be a one time thing some YX goes back to his time and forgets everything again.
The heart hivemind was the only I could figure to create a scenario where someone like Xemnas would know he can and should time travel to a point after his death.
Even then, there has to be a Xehanort there to act as a portal so they could actually end it by taking down the reformed Terranort, Briag and whoever of the apprenctices got Norted.

Well, as far as taking control of Young Xehanort is concerned, that happened because Master Xehanort hadn't fully completed yet, and effectively transferred his consciousness during the Stopza.
I don't think that Young Xehanort or Ansem, SoD have been "norted" the way Braig was. They already have Xehanort's heart.
But otherwise, that makes sense.

It's kinda weird that he re-fused as Master Xehanort considering it was Terranort who was turned into Xemnas and SoD.
Though, I think Xehanort being able to assume direct control makes the Norts even more dangerous. Young Xehanort shouldn't have anything close to the experience needed to fight Riku but as soon as Xehanort took over, he was putting up a good fight. So in KHIII, if one of his Norts is backed into a corner, the hivemind can give them Super Xehanort powers. Kinda scary if you add that extra power already overpowered characters like Terranort or Vanitas.

Yeah, it's funny how he's so strong in BBS. I mean, we can assume he time travelled to that point thanks to Master Xehanort being there, but how much experience could he have at that point? He even says that he had never left the island when SoD visited him in 3D.
Though on the other hand, we have no idea when in the timeline this YX came to visit MX. For all we know, the YX we fight in BBS is the one from the end KHIII after fighting Sora and RIku couple of times.
On the other hand, YX couldn't beat the three wielders in BBS since he can't alter events that are destined to happen. If he did kill one of the BBS trio, the events of BBS couldn't happen.
