They're definitely culpable for their actions. I mean same thread of logic could be put on Sayaka and Asahina's actions as well seeing how they were pushed by Monokuma into despair and they did what they did.

But if you need the anime to confirm this with you, then that's your choice and I'll respect it.

Seeing how Tokichiro is a lot worse than Junko making her look like an ant, he's probably in a category of his own altogether

If being UD means the only thing Junko did to push them over the edge was analogous to Sayaka or Asahina's situation, then they'll be in Did a Bad Thing and (probably) lower. I just suspect that something else is going on there. Sayaka and Asahina don't really act like the Ultimate Despairs we've seen in the series.

Then I will stick with my original ideas and just spice them up with these new revelations.

I have written quite a few for this general alone. One day I will probably link them here but I want to have a portfolio of work before I do, and then I will take requests from others for pairings they'd like. I'm currently working on a particularly hot fic about a lonely, in-the-closet Pekofag picking fights with others and acting tough to hide his true personality. He then gets resistance during one of his fights by a gay user who sees through his act and he ends up making up all his past transgressions by taking turns servicing every boy in the general he has ever wronged. Before that I wrote a piece about Ibuki user dressing up as Ibuki and being passed around by a bunch of bully anons led by Bully kun because he believes that doing so will earn Ibuki's forgiveness.
