Not the case entirely.

Type-moon retains the rights to the main franchises (the VNs and some of their LN). It is too much work to try to deal with the process of localizing things as Nasu and Takeuchi wants to retain full control of the main propeties.

This is where Aniplex/Sony/Kadokawa comes in.
They license franchises from TM which allows them to create anime, manga, and games from the main series. This puts the majority of the work on the developers, artist, and writers while allowing TM to have a significant voice in what is being done.

Reason why you will never see a TM VN or LN licensed but you see the anime and manga done all the time. Same thing with Carnival Phantasm, this was a in-house TM project so it will never be licensed.

What's the point of Saber being a time traveler? I mean, if it's just about providing an excuse for her to clearly remember the events of the 4th war, that doesn't seem like a very good reason since that detail sometimes becomes inconvenient for the story that's being told, and the exposition she shares because of her memory could often be given anyway with only very marginal rewrites to the script.
