Using my guns gives them and the Moskva inevitably on the other team more time to shoot me while I'm spotted. Speed boost just makes you outrun your smoke, especially if you're dodging their fire.

You change course to pre-emptively evade a possible torp wave, and you are successful. But then you run into another one that was not aimed at you.
The worst of all is that you usually never get hit by torps. But they force teams to play in a very passive manner, which means they won't follow through whenever you try to push or do something that is not blobbing up with them around the base.

The torpedo soup isn't even that big of a problem these days, even in the odd game where there's like 8 DDs on the enemy team because of the high tier IJN DD nerfs. But the mentality of not risking pushing and just sitting back has remained because people know that they're unlikely to get any support even if they do try to push, so therefore nobody does.

I last played in late 2013 as well, but if you had xvm to see who was at least competent, most greens, blues and purples will usually work with you if you communicate them by name.
What we have currently is the quick voice menu on the F(X) keys (which WoT has as well), but it doesn't have other commands and can't be customized with mods. I can't tell a specific ship to come with me, or tell them to stay back.

Well I'm speaking in general. As a DD I think it's helpful to ask a cruiser to cover my retreat or that I'm popping smoke, or to tell an IJN DD that I've already been spotted and there's somebody else nearby. As a cruiser it'd be helpful to mark incoming planes to a BB or tell them to get close. With mod support WoT's menu could still individually name people and show icons, but still have customized commands. It was one of the more convenient and intuitive parts of WoT, especially compared to more advanced but difficult to use quick commands like Tribes' VGS.

The artillery plotting room mods are exclusive to USN BB, everything else gets main battery mods, which have the order reversed (dispersion at T5 then range at T9) and have slightly different stats
