Neither, probably. BB knows that the whales will blow their crystals within the first hour or so of boosted rates starting, so they rigged the rates so that nobody got Asslad in that period. Saw tons of other legendaries being drawn, but no Ass. Then, an hour and a half in, the whales had finished stealing their dad's credit card from his wallet, and suddenly like 6 in a row get drawn.
It's happened that way both times Asslad has been on the boosted rate since she came out.

There is no way to know the truth. But the thing is that after a couple hours we see a lot more of Ass draws.
It can be for many reasons, some believe that the thing is rigged, others think that after a few ass gets drawn, a lot of people start drawing and the number of ass draws increases.
