cap regen is a big deal, when you run a core x-type 500mn MWD, it has zero cap penalty. Less cap penalty means more cap and more cap regen for you which means you last longer between using cap boosters.

Cargo scan is different from combat probbing.

If you are on a big ass ship you are easier to scan, if the scanning pilot has virtue set, LvL V skills for scanning and on a proteus he can scan you in 5 seconds easily.

You need to be target locked first before you are cargo scanned

enhancer will help a lot to deal with small ships like tackle, hunter will help with web and scram but without that tracking enhancer you will have a hard time hiting svipuls

You can try to drain manpower by making the war boring as fuck so nobody participates, but you're otherwise in a situation where both sides have infinite reserves. Alternatively, you just keep winning fights against one side until they get bored of losing and stop participating, but again, the manpower is effectively infinite.

Can you actually deny resources?

Isk is readily available via RMT both sanctioned and unsanctioned; let alone any in-game isk making methods via member taxation and things like moon mining. As well, there's little difficulty in buying any sort of necessary supplies - everyone uses the same supply pool gathered together largely in highsec. So nobody can ultimately deny any other side access to any material.

So if you can't kill the men, and you can't destroy their supplies, and isk can be magicked into existence, by what reasonable measures is it even possible to win a war? It seems to me that there is no actual winning - wars can only really be for the entertainment value.

You can't control resources, only sov. Sov is how you win or lose.

I think it's stupid, there should be resource wars, but that'll never happen with jump freighters the way they are.

Resource wars won't happen because everyone can get their resources from highsec.

You'd have to make highsec into lowsec, and then actively interdict trade routes and destroy stations, kill miners, etc.

And by doing this, you'd be strangling your own easy access to supplies.

At best you can restrict resource flow out of highsec, but that's basically impossible because of jump freighters, and ultimately even being 100% successful at it, you wouldn't completely cut off resources, just how far they're able to extend away from highsec.
