Gunka no Balzar has a great story, great characters, the political stuff is really well done, the art is nice and also has a delicious reverse trap.

Koukoku no Shugosha. It's about a notImperial Russian invasion of notImperial Japan. There's some fantasy elements but for the most part it's a pretty cool story focused on turn of the 20th century warfare.

I fucking hated the end though

There are a few Rance-style visual novel/strategy game hybrids that replace historical figures with moeblobs, but I don't know of a manga like that.

On the other hand there are plenty in which the characters are cute boys, such as Boku no Chopin.

It's a common stylistic choice for superhero comics. Basically, they draw naked people and then color the fabric onto them. Makes the muscles pop more.
