They are frozen while being rezzed. Gives you time to line up your shots and take them out.

I've been carefully curating a list of tweaks I'd like to see in the next patch

The following heroes are to be removed:

Pharah
Widowmaker

These heroes provide endless frustration to play against but bring nothing of value to their team when it comes to playing an objective. This is supposed to be a fun game and Pharah and Widowmaker are inherently anti-fun.

Bastion

Now that the game has been figured out Bastion is no longer necessary. He was great during beta when you didn't know how to defend but now he's worthless and brings no value.

Ultimate Tweaks

Now I've been considering either removing some ults that are made worthless because of the loud announcement of their use OR removing the loud announcements of ultimate abilities.

Rip-Tire is a primary example. It's turned in to a zoning ult and you're lucky to get a single kill. The loud announcement clears everyone out momentarily while they wait to spot it, kill it, and move back on.

I think the best solution will be to remove the noob-friendly screaming announcements of ults. Silent ult casts will raise the skill level of the game.
