Because repositioning and movement speed is slow while scoped. Widow becomes a huge target if she is scoped and not always moving.

The actual difference maker is that Winston slaps down a 600 hp barrier in between his target and the people trying to peel him off his target. Since most dps in the game is between 100-200 a second, this means he usually gets a kill and a booster refresh before they get through both his barrier and hp.
