i think the reason they made prophecy have literally zero impact on the game is because the engine is maxed the fuck out and they simply cannot add more mobs, effects, mechanics, etc without making it unplayable(but it's already unplayable).

Poison on hit is strong, sure, but there are other ways to get it too.

Once the hype died down, I still wouldn't consider it a t1 unique like Coil which is simply too strong most of the time for an alternative to be considered
