If you transfer a character with a legacy lvl 30 to a server where you have a legacy thats say 40, does the lvl 30 legacy and all its achievements integrate into the 40 one?

Star Forts also drop a few decos per run but imo the Zakuulan stuff is hard to work with aesthetically

Yes. When you transfer something to another server you get the most from each one.

For example if on one server you maxed out rep with the Bounty Brokers Association and in another server you never did any of the missions when you transfer to that new server you also have maxed out the BBA.
