The main difference is that Side Homo and Million Live operate primarily on dedicated groups or units so that's why even though an Idol isn't that popular on his/her own, they are nonetheless attached to a clique and so they have group identity that prevents them from falling into the abyss of who-ness.
CG is a lot more heartless and competitive in this regard. CG Units come and go. Every now and then they create units/groups that stick with the fans and this in turn gives popularity to them.
Across the franchise, there are only a few idols that can truly stand on their own. Most have to bank on a group/unit identity.
