The better Soldiers tend to be more disciplined than the ones who are shit.
For example, knowing when to extend and when to fall back. I don't play Soldier that often but even I'm not like that
The shittiest Soldier 76s (And there are a lot of them because he is the spraynpray class) tend to overextend constantly, targeting a single target at all costs and dying over and over, doing approximately nothing for their team. Also I'm a Pharah main, and they drive me fucking nuts

If both are equally good I think pharah has higher chances because she can just aim rockets at ground or just bait deflect with one rocket and kill him after he finish deflecting.

Well, seeing as omnics are possible (thus making any human parts largely irrelevant), it could be just that they saved specific parts that were salvageable. The legs are probably the most likely to be left mostly undamaged, as they are not prime targets when trying to kill someone. The torso I would imagine would have been ripped up, as well as the arms. The head should also be pretty fucked up if Hanzo wasn't a pussy. They did most likely require him to be at least somewhat human (having a human brain), so I'm sure his head was salvageable, at least for enough time to transfer 'him' into a new robo-head if that's what they chose to do.
So probably legs, so roughly 15% (since they would most likely not be completely unscathed)
However, to keep the human parts alive you need blood, and for blood you need a heart and veins unless they found a way to...get around basic anatomy.
20% is my final estimate.
