Heal order is harder to define, since it changes based on the situation, but basically you focus heals on the target that will impact the game the most if they are being healed, generally demoman

Why do i heeling someone who has taken 0 damage in the last 10 seconds?
I mean they already will be overhealed and i can build uber on someone else.

If they ran away or are coming to you after respawning and need a buff, it's just something you need to be aware of, that you can fully buff a scout in less than a second

Typical situation that pops up nearly every game is pocket soldier rollout, where they damage themselves, run to mid with escape plan, and then get instantly healed as you come to mid.
And as the other guy said, heal order is pretty much knowing who to heal when, you'll learn a lot of it with practice and gamesense.
