The lowest drain you can get using efficiency or mixed duration/efficiency builds is 3.75. Tank those stats and I think it goes up to 15.

But it's 45% of base.
165 over 120 is only a 37.5% relative increase, and that's assuming no other bonuses like spoiled strike.
