I think all the characters you SAVE were in some way important to the emotional development of Frisk, and while Mettaton was entertaining, it's a stretch to say they were important to their emotional development.

They have less of an impact on the skeletons but for Undyne, Alphys, Asgore, and Toriel they significantly affect them.
