Go into training. Set dummy to random block. Finish combo if attacks hit, don't if they're blocked. Honestly, that's kind of just what you have to do.

Which is why you have to do it in training until it becomes something you don't even have to think about. Use a basic string like cr.mp, cr.mp (also there's something like st.mp, st.hp, but I don't know how safe that is). With the 8f of delay, unless your reactions are absolutely godlike, don't bother trying to confirm off the second hit. Go into the combo knowing you're going to hit twice - whether it's hit or blocked. If the first punch hits, finish the combo. You're using the second hit as a way to 1) add more damage and 2) add more time for you to react.
