Minotaurs can reliably be found on the road to the Slave Auction. There are some in the tent in the Orc Kingdom square, but they were bugged the last time I checked. You can buy them for the basement of your house in the capital, and if you haven't completed the minotaur extermination quest, that cave West of Hot Spring Town will have a few too.
