Actually, that's probably why Eggman doesn't fuck with G.U.N. Even in the new universe, the Kingdom of Acorn doesn't seem to be too tech savvy, it's really just the FF who use advanced stuff. The Feddies on the other hand clearly embrace tech.

According to a page in the back of an issue with all the locations from Unleashed detailed, Ian seems to be taking the U.F. as more of a U.N. type deal than the Sonic's World™ U.S.A, since all the places were labeled as being United Federation. Could've been a mistake on the editor's part though.
