Arcanes are stupid. Their percentage of procing is based on if you are host or not.

It's been a bug since they came out. Since no one is stupid enough to grind for ALL FUCKING 10 FOR A SINGLE ARCANE no one uses them. I have a low rank arcane on my cape and it never EVER goes off when pubbing but when I'm host it goes off like every few seconds.
