Not balanced at all. Some memers will say that you can dodge the incoming bleed proc, but this isn't dark souls 1 in which you could at least do something about it and the damage wasn't that ridiculous

At 50INT which staff is better? Court Sorcerer or heretic staff?

it's completely balanced by the fact you can duel charm it on trade with any weapon alone
not to mention that all bleed weapons are mid-tier at best with the exception of carthus curved and washing pole and those can kill without bleed, everything else is avoided by passive play

the damage feels about the same as DS1, only in DS3 everyone has less HP while in DS1 you could easily stack health up the ass

You also had the bloodshield.
